Jay,
Salt water eats engine parts, in particular the impellor in the water pump 
assembly. Sounds like cheap insurance to me. Better than being stranded 
somewhere with a motor thats not cooling. On the other hand, the guy could just be 
drumming up some business if he's slow right now.....which most northern OB shops 
are I guess.
