You might want to try a tie down that would go from the rails on one side to 
the other. One with a ratchet so you could really cinch it down. Place a 
piece of carpet under the metal ratchet assembly and/or wrap with duct tape. 
Hope you don't get hammered by Isidore, but please send the rain towards
