Slimmy,
I'm with Roger on this one. By the time you sand it down and do the  repairs, 
you will end up with an old repaired sloppy fitting tiller. Break down  and 
order a new one from Sir Stanley. When you get the new one, sand it down  
smooth and put about eight coats of good UV protected varnish on her and keep a  
cover on it when not in use.
