General boats designs the R22 to be a safe craft. Safety is built into  every 
aspect so they don't have to spend a lot of time and money in the courts.  
The positive flotation is one of those safety factors. If the foam in the V  
berth was saturated it was because something had to allow the water to get in  
their in the first place. I would recommend replacing the foam with new foam.
