Michael,
There is a very, easy long term solution to the rotting deck. It involves  
cutting holes in the deck, inserting a shop vac and letting it run for a day or  
two. Once the core is dry, inject slow curing epoxy until cavity is filled 
and  allow to harden. Deck will be as good as new.
