Bruce,
This is a screwdriver type job, so you are well qualified. Remove the  
existing cleat, clean the surface of any dirt or sealant. For this installation  I 
would go with a non-hardening bedding compound. Place some bedding compound  
around the screw holes, some on the threads of the screws and screw away.
When finished, sit back and admire your handy work with a cold rum and  
coke........in fact, have several, you earned it.
