John,
The keel you refer to in your post is actually the centerboard. The R22 has  
a shoal draft keel with a centerboard. Replacing the pulley's under the cap 
will  enhance your sailing experience and allow your son to raise and lower it. 
Aside  from the age of the boat, there isn't a whole lot that has changed 
other than  improvements to hardware and systems.
The redundant stays are something still used and have saved many a sailors  
arse over the years.
