Correct me if I don't understand the problem, but won't tightening the bolt  
that adjusts the turning tension solve this problem? I don't have a locking 
pin  on my Tohatsu, just the tensioning bolt and I never have any problems with 
it. I  recall seeing the same thing in the parts breakdown in the Yamaha 
manual.
