Any cloudiness on the panel WILL effect it's output. It's a solar panel and  
needs direct light. The only way to check how much it's being affected is by  
using a voltmeter on a sunny day and checking its output. Mine had a single  
crack in it from a hail stone and it destroyed the panel.
