This goes back to a huge problem we created when we first invaded Iraq. We  
forgot to secure the borders. One of the first rules you will find in military  
manuals is that once you have won the battle, you secure the area and prevent 
 infiltration or escape of  former combatants. We actually invited outside  
forces into Iraq by not securing the borders.
