If you are going to add a backing plate, aluminum would not be my choice.  It 
is susceptible to wear and corrosion in that kind of environment. It's just  
as easy to have a machine shop cut and drill stainless steel and it will last  
forever. That being said, I have never heard of the mounting bolts for the  
rudder failing on a R22.
