Diane, Two quarts of water may not be enough in the tank for the pump to be able to pick it up. However, by turning the faucet on you should be able to hear the pump running. If not, you either have a faulty electrical connection or the pump is bad. Since you have the hand pump option and still aren't getting any water, there is a solution to the problem. Open the pump and try to annually pump. While doing this place your mouth over the faucet end and suck on it. This should bring water to the pump where you can then get water out of it.
