Bill,
There is no drain for that particular means of storage. I believe  
evaporation is what is used to dry the line. That seems like a lot of  accumulation 
for that box. Any leaks in that area that you know of or did you  leave the 
cowl cover off. Many people don't know this, but the cowl cover should  be 
facing to the stern. Under way this will provide the greatest amount of air  
entry into the cabin.
