Jim,
I agrree with you. Any time you are attaching screws to the deck a sealant  
is required. Silicone is good where there is pressure involved. My choice 
for  this would be the BoatLife Sealant. Make sure to fill the drilled out 
holes with  sealant before placing the mast step in place, making sure to 
leave a little  extra to seal the mast step to the deck.

required.  I think it would be at least desirable to seal  the screw 
penetrations to avoid water infiltration and future rot in the  plywood under the step. 
 Looking for sugestions.  I have 3M silicone  and BoatLife sealant

You shouldn't use any kind of adhesive.  The whole idea is that  the mast 
step comes up and the screws pull out if you should happen to  lose the 
mast.  This prevents any damage to the cabin top.  When  the mast is 
rigged, 
the pressure of the stays will keep it from moving,  along with the screws.
