Ben,
Something is wrong with your furler. The cover should not spin and you do  
want to keep the cover for several reasons. CDI wouldn't have put a cover on 
if  the design had not called for one. It protects in inner workings from 
damage,  corrosion and UV exposure. I have only worked on a CDI furler twice 
and don't  remember that much about them. Hopefully someone else will chime 
in and help  you.

So my first question is what is supposed to keep the cover  in place?  I
don't see a spot where a screw is missing or anything  like that.



Second, is there any reason I shouldn't just cut the  damn thing off and let
the furling drum be exposed to the  world?
