Mast Step Popped

You are correct. Epoxy can't cure rot, but it does soak into the dry fibers 
 and reinforces them sufficient enough that a tear down isn't required. 
It's been  done like this for years and I haven't seen one instance that this 
fix  failed.

Replacing the wood under the mast doesn't require a  complete deck tear
down.  At least it didn't on my '93.  There is  a separate plank under the
mast step twice as thick as the plywood deck  core and attached to the
framing for the forward bulkhead.

The  problem is, the wood supporting the mast step plate is very vulnerable
to  water penetration due to the screws. Once wood gets wet, it rots.   
Epoxy
can't cure rot.
