That is really bad. Insurance doesn’t cover and though the state built the dams ( is that correct?) they are putting a lot of the burden on you.  Sorry to heat this. Can you launch the Rhodes from your property?  Mooring the boat and dinghy out?  I hope you can get some sailing in soon!
