It looks to me like it is configured properly.  Just unwind the ends, loosen one cleat and pull on the other end to move it back and forth. re-cleat both ends when positioned how you want it.  One cleat will always have tension.  Both ends of the bar should be pinned to the cups on the backstays.  I don't see any pins in yours.  Both my cleats face upwards so I can see them I suppose.  Yours were apparently wound up nicely at both ends but that is not typical, probably your previous owner didn't move the traveller much.  I just leave the ends of mine hanging.
